The first week of January this year Dick Owen retired from the Garland spotlight, but its rays have once again caught the former two term mayor and he will serve as Grand Marshal for the Wheat and Beet Days Parade. He has been named to receive the John C. Wheelon Award for his tireless service to the Garland community.
Last year the city council decided to combine the two awards to honor just one person, Garland Mayor Arlon Bennett said. Owen will formally receive the award at 8 p.m. at the Garland City Park.
When the Garland City Council met to decide who would receive the award and grand marshal honors, Bennett said, the council unanimously decided on Owen. The council noted the timeless hours he put into serving and working to improve the city as mayor, as a city councilman and as a fire fighter.
