ROAD VACATION

NOTICE TO CONTRACTORS
1.1 CONSTRUCTION CONTRACT
A. Bidders are invited to bid on a Construction Contract known as:
HONEYVILLE CITY STATE HIGHWAY 38 SOUTH GAP SAFETY SIDEWALK PROJECT
B. The location of the work is on the east side of State Highway 38 in Honeyville City, Utah.  The site location is in the south region of the community and is further described and shown on the plans.
C. The work to be performed consists of a single construction contract described as follows:

Contracts for the contract will be awarded in accordance with the Instructions to Bidders.

1.2 BID LOCATION AND OPENING
A. Sealed bids will be received until 2:00 p.m. MDT, at the office of the Project Engineer, HANSEN AND ASSOCIATES, INC. at 538 North Main, Brigham City, Utah, on Tuesday, August 26th, 2014.   Bids received after 2:00 p.m. MDT will not be accepted.  Bids will be publicly opened and read aloud at said office about 2:00 p.m. by the ENGINEER or an official representative of the OWNER.
B. On the outside of the envelope, the bidder shall indicate the Construction Contract title, the name and address of the Bidder, and the date and time of Bid opening and the Bidder’s return mailing address.
1.3 BID SECURITY
A. Bid security in the amount of 5% percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders.  Bid Security will be returned to each unsuccessful Bidder after tabulation and award of the Construction Contracts.
1.4 PRE-BID SITE TOUR
A. A pre-bid site tour will be held at 10:00 a.m. MDT on the 21st day of August, 2014, commencing at the Honeyville City Municipal Building, 2371 W 6980 N, Honeyville City, Utah.  All contractors intending to submit a bid are invited to attend to obtain relevant information concerning the project.  Bidders are advised that information affecting drawings, specifications, conditions, scope of the Work, etc. may be discussed.  OWNER assumes no obligation to disclose information discussed at the pre-bid site tour to Bidders who do not attend.  Absent Bidders assume all risk of failure to attend.
1.5 BASIS OF BIDS
A. Bids for each Construction Contract shall be on a unit price basis unless otherwise specified in the bid schedules.
1.6 CONTRACT TIME
A. The Work will be Substantially Completed for the Contract by October 31, 2014.
1.7 EXAMINATION AND PROCUREMENT OF DOCUMENTS
A. Complete sets of Contract Documents may be examined and obtained at the offices of the PROJECT ENGINEER at 538 North Main, Brigham City, Utah after 9:00 A.M., on the day of August 14, 2014.  A non-refundable charge of $50.00 will be required for each complete set.  Payment must be a cashier’s or company check payable to the HANSEN AND ASSOCIATES.
1.8 RIGHT TO REJECT BIDS
A. The OWNER reserves the right to reject any or all bids or to waive any informality or technicality in any bid if deemed to be in the best interest of the OWNER.
1.9 VALIDITY PERIOD FOR BIDS
A. Bids shall remain valid for 45 days after the day of Bid opening.  Bidders who withdraw their bid after Bid opening, but before expiration of said period, shall forfeit their bid security if Notice of Intent to Award to the successful Bidder is made by OWNER.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN pursuant to Utah Code 17-41-304 that a public hearing will be held on a proposal to create an agricultural protection area that has been filed with the legislative body of Box Elder County, Utah by owners of land in agriculture production.
The public hearing will be held at 5:22 p.m. on the 3rd day of September, 2014, in the Commission Chambers in the Box Elder County Courthouse located at Main and Forest, Brigham City, Utah 84302.
The legal description of the proposed agricultural protection areas, all of which are located in Box Elder County, Utah is as follows:

The proposal to create the agricultural protection areas have been referred to the Box Elder County Agricultural Protection Area Advisory Board and the Box Elder County Planning Commission, each of which recommended approval of the proposal.  The complete text of the reports of the Agricultural Protection Area Advisory Board and the Planning Commission are available for public inspection in the office of the Box Elder County Clerk.

INVITATION TO BID
RECEIPT OF BIDS: Sealed bids for CONSTRUCTION of the TOWN OF SNOWVILLE’S EMERGENCY EQUIPMENT STORAGE BUILDING (“PROJECT”) will be received by the Snowville Town at 20 West Main, Snowville, Utah, until September 3, 2014 AT 2:00 P.M. (local time) and then at said office publicly opened and read aloud.
OBTAINING CONTRACT DOCUMENTS: Hardcopies of the CONTRACT DOCUMENTS may be obtained  and/or examined on or after August 22, 2014 at the office of the ENGINEER at 95 West 100 South, Logan, Utah upon payment of $40.00 payable to the ENGINEER for each hard copy set; payment(s) will not be refunded.  Digital copies will also be available at no cost from the ENGINEER.
DESCRIPTION OF WORK: The complete work is for the construction for the PROJECT. The work includes but is not limited to, FURNISHING ALL NECESSARY LABOR, MATERIALS, EQUIPMENT AND SERVICES TO PROVIDE AND ERECT THE 60-FOOT BY 60-FOOT PRE-ENGINEERED METAL BUILDING including all civil, architectural, structural, mechanical, electrical and instrumentation work required therein.
PRE-BID CONFERENCE:  A pre-bid conference will be held on WEDNESDAY, August 27, 2014 AT 2:00 P.M.  at the TOWN HALL at 20 WEST MAIN STREET, SNOWVILLE, UTAH.  Representatives of the OWNER and the ENGINEER will be present to discuss the project.  A site visit will be conducted following thereafter.
BID SECURITY: Each proposal must be submitted on the prescribed form and accompanied by Bid Security in the form of a certified cashier’s check or a corporate bid bond executed on the prescribed form, payable to the OWNER in the amount of five percent (5%) of the amount bid.  The Successful BIDDER will be required to furnish Performance and Payment Bonds, each in the amount not less than 100% of the contract price.
LABOR REQUIREMENTS: This project is funded in whole or in part by a grant through the Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program.  The contractor will be required to comply with all federal labor standards and attendant laws, including the payment of the most current Davis-Bacon wages and compliance with Section 3 to provide employment opportunities for lower income persons and small businesses.  Local, minority and woman owned business owners are encouraged to bid.  The lowest responsible bidder will be selected.

PROJECT ADMINISTRATION:  All questions relative to this project prior to the opening of bids shall be directed to the ENGINEER for the project, and all questions shall be in writing.  It shall be understood, however, that no interpretations of the manufacturer’s drawings will be made by telephone.  For “or equal” items to be considered for evaluation, Contractor must submit information in compliance with Article 11 in Section 00 21 13 – “Instructions to Bidders.”  No clarifications or questions will be answered three (3) days prior to bid date.
