NOTICE TO CONTRACTORS
1.1 CONSTRUCTION CONTRACT
A. Bidders are invited to bid on a Construction Contract known as:
Bear River City Wastewater System Land Application Irrigation Pond
B. The location of the work is in Bear River City, Utah. The site location is in the southwest region of the community and is further described and shown on the plans.
C. The work to be performed consists of a single construction contract described as follows:
Bear River City Wastewater System Land Application Irrigation Pond,
Dam Embankment, and Pipe System Diversion Works
Contracts for the contract will be awarded in accordance with the Instructions to Bidders.
D. The OWNER is the Bear River City, Utah.
E. THE PROJECT ENGINEER is Hansen and Associates, Inc.

1.2 BID LOCATION AND OPENING
A. Sealed bids will be received until 2:00 p.m. MDT, at the office of the Project Engineer, HANSEN AND ASSOCIATES, INC. at 538 North Main, Brigham City, Utah, on Tuesday, 12 of August, 2014. Bids received after 2:00 p.m. MDT will not be accepted. Bids will be publicly opened and read aloud at said office about 2:00 p.m. by the ENGINEER or an official representative of the OWNER.
B. On the outside of the envelope, the bidder shall indicate the Construction Contract title, the name and address of the Bidder, and the date and time of Bid opening and the Bidder’s return mailing address.
1.3 BID SECURITY
A. Bid security in the amount of 5% percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. Bid Security will be returned to each unsuccessful Bidder after tabulation and award of the Construction Contracts.
1.4 PRE-BID SITE TOUR
A. A pre-bid site tour will be held at 10:00 a.m. MDT on the 7th day of August, 2014, commencing at the Bear River City Municipal Building, 5871 N 4700 W, Bear River City, Utah. All contractors intending to submit a bid are invited to attend to obtain relevant information concerning the project. Bidders are advised that information affecting drawings, specifications, conditions, scope of the Work, etc. may be discussed. OWNER assumes no obligation to disclose information discussed at the pre-bid site tour to Bidders who do not attend. Absent Bidders assume all risk of failure to attend.
1.5 BASIS OF BIDS
A. Bids for each Construction Contract shall be on a unit price basis unless otherwise specified in the bid schedules.
1.6 CONTRACT TIME
A. The Work will be Substantially Completed for the Contract by October 31, 2014.
1.7 EXAMINATION AND PROCUREMENT OF DOCUMENTS
A. Complete sets of Contract Documents may be examined and obtained at the offices of the PROJECT ENGINEER at 538 North Main, Brigham City, Utah after 9:00 A.M., on the day of July 31, 2014. A non-refundable charge of $50.00 will be required for each complete set. Payment must be a cashier’s or company check payable to the HANSEN AND ASSOCIATES.
1.8 RIGHT TO REJECT BIDS
A. The OWNER reserves the right to reject any or all bids or to waive any informality or technicality in any bid if deemed to be in the best interest of the OWNER.
1.9 VALIDITY PERIOD FOR BIDS
A. Bids shall remain valid for 45 days after the day of Bid opening. Bidders who withdraw their bid after Bid opening, but before expiration of said period, shall forfeit their bid security if Notice of Intent to Award to the successful Bidder is made by OWNER.

LEGAL NOTICE
The City of Tremonton, Utah hereby gives notice that on Tuesday, August 19, 2014 at 7:00 p.m., at the Tremonton City Office, 102 South Tremont Street, Tremonton, Utah, the Tremonton City Council will hold a public hearing whereby the public may provide comments on the vacating of public utility easements, amending, extending and reconfiguring of property lines and public utility easements for land that was originally platted as a part of the Bear River Health Department Subdivision located at 2000 West, Tremonton, Utah. The amending and extending and reconfiguring of property lines and public utility easements will consist of 33.27 acres and comprised of 4 lots. NOTICE OF INTENT TO REQUEST THE RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Snowville Town.
REQUEST FOR THE RELEASE OF FUNDS
On or about August 22, 2014, Snowville Town, will submit a request to the State of Utah, Department of Workforce Services, Division of Housing and Community Development (DHCD) for the release of Community Development Block Grants Funds (CDBG) under Title I of the Housing and Community Development Act of 1974 (PL93-383) to undertake the project known as New Fire Station for the purpose of construction of an 80’ X 60’ steel building to house city emergency equipment at 20 West Main Street, Snowville, Utah. The total estimated cost of the project is $146,295.
FINDING OF NO SIGNIFICANT IMPACT
An environmental review for the project has been made by Snowville Town and is available for public examination and copying at 20 West Main Street, Snowville, Utah 84336 Monday’s between the hours of 9:00 a.m. to 2:00 p.m. Based on this review, Snowville Town has determined that the project will have no significant impact on the human environment and hence an environmental impact statement will not be undertaken under the National Environmental Policy Act of 1969 (NEPA).
PUBLIC COMMENTS ON FINDING
All interested agencies, groups and persons disagreeing with this determination are invited to submit written comments to Snowville Town, 20 West Main Street, Snowville, Utah 84336 by August 21, 2014. All comments should specify which Notice they are addressing.
RELEASE OF FUNDS
Snowville Town is certifying to DHCD that Timothy Heyder, Mayor, in his official capacity, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, Snowville Town, may use the CDBG funds and Snowville Town will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and other environmental responsibilities listed in 24 CFR Part 58.
OBJECTIONS TO STATE RELEASE OF FUNDS
DHCD will accept objections to its release of funds and Snowville Town’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are made on one of the following bases: (a) the certification was not executed by the Certifying Officer of Snowville Town; (b) Snowville Town has omitted a step or failed to make a decision or finding required by U.S. Department of Housing and Urban Development regulations at 24 CFR Part 58; (c) Snowville Town has committed funds or incurred costs not authorized by 24 CFR Part 58 before the approval of a release of funds by the (U.S. Department of Housing and Urban Development or (d) another Federal agency, acting pursuant to 40 CFR part 1504, has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures of 24 CFR Part 58 and shall be addressed to the Cheryl Brown, State of Utah, Department of Workforce Services, Housing & Community Development Division (HCD), 1385 South State, 4th Floor, Salt Lake City, Utah 84115. Potential objectors should contact Cheryl Brown at DHCD to verify the actual last day of the objection period.

PUBLIC NOTICE
Fielding Town will hold a public hearing on August 7, 2014, at 7:00 p.m. at the Town Hall, 150 South 100 West, Fielding, Utah, to consider ammending their annual budget for the period of July, 1, 2014, and ending June 30, 2015.
