Mandella’s foster parents woke to find her missing the morning of Feb. 20. She and her boyfriend, Jacob Hurst, 18, of Brigham City, had cleared all data from their phones and left them behind so police couldn’t track them.
Although this appears to be a runaway situation, Tremonton detective Andy Marchant said, “We are calling her a missing person because she is a foster child and the state has custody of her. She didn’t have permission to leave the state.”
Hurst has also been listed as a missing person but police are seeking criminal charges against him for removing Mandella from the state without permission. “It’s technically kidnapping,” said Marchant.
Police tracked them through Las Vegas when Hurst withdrew money from his bank account. Mandella has also accessed family computer accounts, leading police to believe they are in the area of Northern California.
They were last seen in Hurst’s 2003 Mitsubishi Eclipse with Utah license plates C193ZE. If you have information, please contact Tremonton police, 435-257-9555.
