The Annual Stockholders Meeting of the BEAR RIVER CANAL COMPANY will be held on Wednesday, February 26, 2014 at 7:00 pm at the Bear River High School Presentation Room.  An election will be held for the board member’s seats presently held by Jay Capener – North District (North of Factory Street, West of the Bear River) and Curtis Marble – South District (South of State Highway 13 & 83 – Thiokol Highway).
Nominees should own a minimum of 20 shares in the Bear River Canal Company and represent each described geographic district.
Nominees may be submitted to the nominating committees by any shareholder from any district.

The Tremonton City Council is seeking individuals interested in filling a vacancy on the Board of Trustees of the Box Elder Mosquito Abatement District.  There is one opening for a four year term beginning January of 2014.  The position will be filled by a resolution of the Tremonton City Council appointing a citizen from the letters of interest received.  Any person who wishes to be considered must be a registered voter and live within Tremonton City limits.

On or about February 20, 2014, Garland City, on behalf of the Boys and Girls Club of Northern Utah, will submit a request to the State of Utah, Housing and Community Development Division (HCD) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (PL93-383) to undertake a project known as the Community Resource Center, for the purpose of renovating the building located at 1386 South Main, Garland, Utah.  The estimated funding is $ 100,000. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Garland City (and BOYS & GIRLS CLUB OF NORTHERN UTAH at 641 E 200 N STE #2 BRIGHAM CITY UTAH 84302 12 P.M. to 2 P.M.) and may be examined or copied weekdays 9 A.M. to 5 P.M.
Any individual, group, or agency may submit written comments on the ERR to Garland City, Mayor Scott Coleman. All comments received by February 19, 2014 will be considered by the Garland City prior to authorizing submission of a request for release of funds.
Garland City certifies to HCD that JeuneElle Jeffries in her capacity as Chief Professional Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. DHCD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Boys and Girls Club of Northern Utah to use Community Development Block Grant Funds.
DHCD will accept objections to its release of funds and Garland City’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Garland City (b) Garland City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the Boys and Girls Club of Northern Utah has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DHCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to Cheryl Brown, State of Utah, Department of Workforce Services, Housing & Community Development Division (HCD) 1385 South State Street, 4th Floor, Salt Lake City, Utah, 84115. Potential objectors should contact HCD to verify the actual last day of the objection period.
