The Garland City Council passed their 2013-14 budget and amended the current year’s budget to cover costs incurred over the year.
The amended budget was passed with three council members present at the meeting but the overspending didn’t go without attention from former Garland City Mayor Dick Owen.
“I got to call this out of control,” Owen commented during the open public hearing. “I think this is just a plain lack of knowledge.”
Owen told the council to watch carefully what they spend and if the budget is starting to go over by April (budgeted year end June 30), then stop the spending and just pay employees.
“Next year make that your top priority,” Owen suggested.
“We’ve fought this fight all year,” councilman Scott Coleman said.
“You need to have a better handle on it,” Owen countered.
